Two dogs and a bone
The pair comes with the bone, and the bone is the reason it works. Two skeleton dogs standing apart is decoration; two skeleton dogs with something between them is a moment somebody walked in on. It is the cheapest way to stop a yard from looking arranged, because arrangement is what makes a yard look bought instead of haunted.
A pair lets you work both sides of the walk instead of decorating one. People walking up pass between them, which is a different feeling from walking past them.
It is the thing that gets photographed. Put it slightly closer to one dog than the other and the scene gains a winner and a loser, which is more interesting than symmetry.
No stakes and no power for either. They move as easily as they set up, so the arrangement is not a decision you are stuck with on the first night.

Built for outdoors
Kids notice the dogs before they notice anything else in the yard, and they notice them from further away, because a four-legged silhouette in the grass is not a shape anyone is scanning for. Adults notice the bone. Set the pair where the walk narrows, and the group coming up has to choose a side.
